What Turkey's own immigration authority currently publishes. Not a ranking, not a guarantee, and not the same as what any agent or forum will tell you. Whether someone actually obtains residence depends on occupation, points, funds and policy that can change between application and graduation.
Work during study
A foreign student enrolled in a full-time (örgün öğretim) programme at a Turkish higher-education institution may work, but only after separately obtaining a work permit (çalışma izni) from the Ministry of Labour and Social Security — unlike several other countries in this dataset, a Turkish student residence permit does not by itself carry any work rights. An associate-degree (ön lisans) or bachelor's-degree (lisans) student may apply for that work permit only after completing the first year of their programme, and may then work part-time only, as defined under Turkey's general Labour Law (Law No. 4857) — the official rules state a part-time limit rather than a specific weekly-hours ceiling of the kind Canada, Australia or the UK publish. These timing and part-time restrictions do not apply to a postgraduate (master's or doctoral) student, who may apply for a work permit at any point in their studies with no such limits. A work permit granted to a foreign student does not end their existing student residence permit or the rights it carries.

Post-study work visa
Kısa dönem ikamet izni — yükseköğrenim sonrası (short-term residence permit for graduates of Turkish higher education) . Up to 1 year
A one-time-only residence permit of up to 1 year, granted under the short-term residence permit category (Articles 31-33 of Law No. 6458 and Articles 28-29 of its Implementing Regulation) to a foreigner who has completed higher education in Turkey and applies within 6 months of their graduation date. This permit does not itself grant a right to work — a graduate who wants to work must still separately obtain an ordinary work permit, evaluated in principle like any other foreign worker's application. Turkey does give a real, if modest, edge to a recent graduate on that separate work-permit route: under Article 19(5) of Law No. 6735 (Uluslararası İşgücü Kanunu, the International Labour Law), a foreigner who completed higher education in Turkey and applies for a work permit within 1 year of their graduation date has that application evaluated according to principles set by the International Labour Policy Advisory Board, rather than under the standard criteria applied to other foreign workers. There is no separate, distinctly named post-study work visa beyond this residence permit and the favourable evaluation window — a Turkish graduate who does not use either simply applies for a work permit the way any other foreign worker does.

Route to permanent residence
A foreigner accumulates toward Turkey's long-term residence permit (uzun dönem ikamet izni, governed by Articles 42-45 of Law No. 6458 and Articles 40-43 of its Implementing Regulation) chiefly through continuous years already spent on a residence permit — Göç İdaresi's own page describes no separate employment- or investment-based fast track to it. The core requirement is at least 8 years of uninterrupted legal residence in Turkey held under a residence permit (or meeting conditions the Ministry separately determines), plus no social assistance received in the last 3 years, sufficient and regular income, valid health insurance, and no threat to public order or security. Critically for this dataset's international-student readers, time spent on a student residence permit (öğrenci ikamet izni) counts at only half its value toward that 8-year total, while every other residence-permit type counts in full — so four years actually spent studying in Turkey contributes only two years toward the long-term permit. Refugee, conditional-refugee, secondary-protection, humanitarian-permit and temporary-protection statuses are explicitly barred from transitioning to this permit. Once granted, it is indefinite (süresiz) in duration and gives its holder nearly the same rights as a Turkish citizen, short of military service, voting, standing for public office, tax-free vehicle import and certain social-security provisions reserved by other laws.

Route to citizenship
Turkish citizenship is decided by the Ministry of Interior's General Directorate of Population and Citizenship Affairs (Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü, NVİ) — a genuinely different authority from the Presidency of Migration Management (Göç İdaresi), which runs residence and work permits, even though both sit under the same ministry. Standard naturalisation, under Article 11 of Law No. 5901 (the Turkish Citizenship Law), requires 5 years of continuous legal residence in Turkey immediately before applying, legal capacity as an adult, no illness posing a public-health danger, good moral conduct, sufficient income or a profession to live on, and no threat to national security or public order — plus evidence of intent to settle in Turkey, which the law itself lists as satisfiable by, among other things, having completed one's own education in Turkey. The language bar is qualitative rather than a named test or CEFR level: NVİ's page states only that the applicant must be able to speak Turkish 'at a level enabling adaptation to social life.' Separately, and requiring no prior residence at all, Turkey operates a well-known citizenship-by-investment route under Article 12 of the same law (an 'exceptional' grant, by Presidential decision on the Ministry's proposal). Of its several investment tracks, the most publicised is purchasing at least USD 400,000 (or the Turkish-lira or other-currency equivalent) of real estate and placing a 3-year no-sale annotation on the title deed; the other tracks are a USD 500,000 fixed-capital investment, a USD 500,000 bank deposit or government-bond purchase (each held 3 years), creating employment for at least 50 people, or a USD 500,000 investment held 3 years in a private-pension scheme or in real-estate/venture-capital investment-fund units. Turkey generally permits multiple citizenship: NVİ's own site describes a formal 'multiple citizenship declaration' (çok vatandaşlık bildirimi) procedure for anyone who acquires a foreign citizenship, which exists precisely because Turkey records and recognises multiple nationality rather than requiring a foreigner (or a Turkish citizen) to give one up.

What the government currently prioritises
Turkey does not publish a single named shortage-occupation list of the kind Canada, Australia, the UK or Germany do. The closest equivalent is the Ministry of Labour and Social Security's own published 'Work Permit Evaluation Criteria' (Çalışma İzni Değerlendirme Kriterleri), which grants relief from the standard employment- and financial-adequacy criteria to specific specialisms rather than ranking whole occupations by shortage. IT specialisms — named as yazılım geliştirme uzmanlığı (software development), veri tabanı uzmanlığı (database), mobil yazılım uzmanlığı (mobile software), sistem ağ ve güvenlik uzmanlığı (systems, network and security) and kurumsal mimari uzmanlığı (enterprise architecture) — are fully exempted from those criteria at an employer in the IT sector, and partially exempted (capped at 2 foreign workers) at an employer outside it. R&D, innovation and design staff at a certified Ar-Ge (R&D) or design centre, and staff working within a Technology Development Zone, are also exempt from the standard criteria, subject to a favourable opinion from the Ministry of Industry and Technology. Separately, the same document sets a minimum-wage-multiple scale by role rather than by named occupation: engineers and architects must be paid at least 4 times the minimum wage, other managers at least 3 times, and other specialised or skilled roles at least twice the minimum wage, with senior managers and pilots set highest at 5 times. Advanced-technology roles more broadly, or a role for which no Turkish specialist with the same qualifications is available, can have the standard criteria waived in whole or in part at the discretion of the Ministry's own General Directorate.

New entry added 17 August 2026. Turkey is not a new addition to this dataset's scope — Istanbul Technical University (ITU), Middle East Technical University (METU) and Bilkent University are all already listed in data/universities.json — so this residency-pathway entry was overdue rather than speculative. Four Turkish domains were added to IMMIGRATION_DOMAINS in scripts/verify.mjs this pass, each confirmed as the actual authority for what it is cited for rather than assumed: goc.gov.tr (Göç İdaresi Başkanlığı, Presidency of Migration Management, under the Ministry of Interior — the residence-permit and work-permit-adjacent authority, confirmed via en.goc.gov.tr's own 'About Us' page and Wikipedia's page on the Presidency); nvi.gov.tr (Nüfus ve Vatandaşlık İşleri Genel Müdürlüğü, General Directorate of Population and Citizenship Affairs, also under the Ministry of Interior but a distinct directorate from Göç İdaresi and the actual citizenship-granting authority — confirmed via its own English Wikipedia entry and its site's own self-description); mevzuat.gov.tr (Cumhurbaşkanlığı Mevzuat Bilgi Sistemi, the Presidency's own official legislation database, used to cite Law No. 6735's Article 19(5) graduate work-permit provision directly, since neither goc.gov.tr nor csgb.gov.tr states that specific paragraph in prose); and csgb.gov.tr (Çalışma ve Sosyal Güvenlik Bakanlığı, the Ministry of Labour and Social Security, which actually issues work permits under Law No. 6735 and publishes the Work Permit Evaluation Criteria cited for inDemandOccupations). Collection notes: goc.gov.tr and nvi.gov.tr pages returned readable static text to the project's default plain-HTTP fetcher without needing a browser fallback. The mevzuat.gov.tr PDF of Law No. 6735 returned raw, unparsed PDF bytes from the project's default fetcher (a JS-shell-style failure specific to binary files, not a bot block); it was instead downloaded directly and converted with pdftotext (poppler-utils, -enc UTF-8 -layout, the same pattern already documented in this dataset for Italian- and Korean-government PDFs), then archived over the same snapshot ID via fetch-source.mjs --save. Two investigative dead ends worth flagging for a future collector: (1) goc.gov.tr's page at the URL path 'uzun-donem-ikamet-izni' turned out to be a stale 2017 announcement about Ahıska/Bulgarian/Greek ethnic-Turkish applicants, not the general long-term-residence-permit rules — the actual current rules for all applicants live on the broader 'ikamet-izni-cesitleri' (residence permit types) page instead, cited above; (2) an initial WebSearch-derived claim that Turkish students face a specific 24-hours-per-week work cap during term time was not found stated anywhere on goc.gov.tr or in Law No. 6735 itself — both sources describe only a qualitative 'part-time' (kısmi süreli) limit under the general Labour Law, so no specific hours figure is asserted in workDuringStudy above. inDemandOccupations should be read as this dataset's honest best equivalent for Turkey, not a literal shortage list: Turkey gates work-permit criteria relief by named specialism and by a wage-multiple scale rather than by ranking whole occupations as in shortage, the same qualitative distinction already drawn for Italy elsewhere in this dataset. naturalisationStatus set to 'published-route' on 18 August 2026: the authority already cited under citizenshipRoute publishes criteria a foreign resident could actually follow, which is the only claim this field makes. It is deliberately not a judgement about how attainable that route is in practice.
