This programme is part of NTUA's EU-co-financed "internationalization" project and is taught fully in English, unlike most of NTUA's postgraduate programmes: NTUA's general Postgraduate Studies page states plainly that "There is no tuition fee for the course" for its standard (Greek-taught) postgraduate track -- this programme is the deliberate exception, created specifically to open a fee-charging, English-taught route for international students.
