This course starts in 2027, but Oulu has only published fees up to 2026/27. Expect the 2027 figure to be higher.
Charged only to students who are not citizens of an EU/EEA country or Switzerland and who hold no Finnish residence permit granting an exemption; the university lists the exempting permit types (permanent type P, long-term EU resident, EU Blue Card, temporary protection, certain employment- or family-based type A permits) on the same page. EU/EEA and Swiss citizens pay no tuition at all. Admission is to a combined 3-year bachelor + 2-year master; the same €10,000 rate is listed for both stages of these programmes. The whole first-year fee must be paid in one instalment (deadline 9 July 2026 for the 2026 intake) — it cannot be split. Note the timing mismatch this table creates: the rate is published for the "2026-2027 intake", while the next open application round (7–21 January 2027) leads to studies starting in August 2027, and no 2027-2028 figure is published yet.

30% off the first-year tuition fee, bringing €10 000 down to €7 000
Eligibility: Available to every new fee-paying student who pays the tuition fee within three (3) weeks of the admission results being published. No separate application; the due date is given in the admission offer. It is the only reduction open to first-year students — Oulu states plainly that there are no first-year scholarships.
The percentage varies by programme across Oulu’s whole table (5% to 30%); 30% is the figure published for these bachelor’s programmes. The university states elsewhere on the same page that it offers no full scholarships.

Eligibility: Awarded to continuing students on the strength of the preceding year’s study at Oulu: at least 60 ECTS credits completed in line with the approved personal study plan, including 5 ECTS of mandatory Finnish language studies. Not available in the first year.
Two of Oulu’s own pages state this slightly differently and both are true: this programme page gives a flat "30 % tuition-fee waiver from 2nd year of study", while the central tuition and scholarships page describes University of Oulu Tuition Fee Waivers covering "20-30% of the yearly tuition fee, depending on the degree programme in question" for the 2nd and 3rd year. 30% is this programme’s value within that band. The 60-ECTS and Finnish-language conditions come from that same central page.

A test taken on or after 21 January 2026 must reach 4.0 overall with 3.5 in each section (the new TOEFL band scale); a test taken before 21 January 2026 must reach 78 overall. The 4.0/3.5 figures are the ones that apply to any test sat now. Oulu’s institution code is 0229.

Admissions tests
- SAT requiredRequired for anyone whose school-leaving qualification is not one of the four that qualify for Oulu’s certificate-based route (the Finnish matriculation examination, the IB Diploma, the European Baccalaureate, or a Reifeprüfung / Deutsches Internationales Abitur) — which is the position most international applicants are in, hence required: true. Applicants holding one of those four can apply without an SAT. Oulu also accepts the ACT in place of the SAT, and its language-requirements page lists "SAT and ACT" as one of the four ways to demonstrate English proficiency.
