What Saudi Arabia's own immigration authority currently publishes. Not a ranking, not a guarantee, and not the same as what any agent or forum will tell you. Whether someone actually obtains residence depends on occupation, points, funds and policy that can change between application and graduation.

Route to citizenship

Saudi Arabian citizenship is governed by the Saudi Arabian Citizenship System (نظام الجنسية العربية السعودية, first issued 1954, amended repeatedly since), published in full by the Bureau of Experts at the Council of Ministers, Saudi Arabia's official legislative-text authority. Article 9, in its current form as amended by Royal Decree No. M/54 of 29/10/1425H, sets out the naturalisation route open to a foreign national: reaching the age of majority and having held residency status for not less than 10 consecutive years at the time of applying; being of sound mind and body; being of good conduct with no judicial prison sentence exceeding 6 months for a morally-related crime; belonging to a profession the country needs (a requirement waived only for someone born in the Kingdom to a foreign mother and an unknown father); proving a lawful livelihood; and being fluent in spoken, read and written Arabic. The naturalisation application itself must be accompanied by the applicant's residency permit and passport (or an equivalent document accepted by the competent authorities) and 'every document related to the nationality from which he is detaching himself' — i.e. evidence tied to renouncing the original nationality, the same documentary requirement Article 16 states explicitly and separately for a foreign wife of a Saudi national ('submitted a request to that effect and renounced her original nationality'). Article 10 gives the Minister of Interior the right to decline to forward a naturalisation proposal to the Council of Ministers Chairman even where an applicant meets Article 9's conditions, without stating reasons; citizenship itself is granted by the Council of Ministers Chairman on the Minister of Interior's proposal.

One Saudi government domain added to IMMIGRATION_DOMAINS in scripts/verify.mjs: boe.gov.sa (Bureau of Experts at the Council of Ministers, Saudi Arabia's official legislative-text repository — the equivalent role played by mevzuat.gov.tr for Turkey and planalto.gov.br for Brazil elsewhere in this dataset), covering its laws.boe.gov.sa subdomain where the actual Citizenship System text is published bilingually (Arabic primary, with an official English rendering also available via the page's own language toggle, not separately captured this pass). Collection note: this SearchDetails page renders the full, current, amended text of every article server-side (confirmed 35,000+ characters of real statutory text, including superseded prior wordings retained for reference) despite living inside what looks like a search-results URL — the plain http fetch worked without needing the browser-rendering fallback this project uses for JS-only government portals. workDuringStudy, postStudyWork and residencyRoute are all left null: this dataset searched studyinsaudi.moe.gov.sa (Ministry of Education's official study-in-Saudi-Arabia platform), moe.gov.sa, hrsd.gov.sa (Ministry of Human Resources and Social Development, which regulates work permits) and pr.gov.sa (the Premium Residency Center, Saudi Arabia's 'Golden Visa'-style residency scheme) but found no official page stating a work-during-study entitlement, a distinct post-study work/job-search permit, or a permanent-residence route specifically reachable from student status. studyinsaudi.moe.gov.sa's FAQ and Educational Visa pages describe only visa application and admission requirements, not work rights. pr.gov.sa is a heavy client-rendered application whose criteria pages (e.g. /premium-residency-law) redirect to a marketing landing page under both the default and browser-rendered fetch, and in any case the Premium Residency scheme is aimed at investors, top executives and property owners rather than graduates specifically, so this dataset chose not to represent it as this country's 'residencyRoute' without being able to verify its actual eligibility text against a graduate's situation. This is recorded as an absence of found information, not a confirmed 'no' — a foreign worker's ordinary route in Saudi Arabia runs through employer-sponsored Iqama (residency permit) status under the Ministry of Human Resources and Social Development's labour system, which was not researched in further depth this pass. inDemandOccupations is left null for the same reason, though note that Article 9(d) of the Citizenship System itself ties naturalisation eligibility to belonging to 'professions the country needs' — a real published linkage between occupation and the citizenship route specifically, captured under citizenshipRoute rather than as a separate shortage-occupation list. naturalisationStatus set to 'published-route': Article 9 publishes real, numbered residence-length (10 years), language, conduct and profession-need criteria, and documents an implicit original-nationality-renunciation requirement via the 'nationality from which he is detaching himself' documentation clause — per the doc comment on ResidencyPathway.naturalisationStatus this field records only whether criteria are published, not how demanding Saudi Arabia's particular combination of requirements (especially the 'needed profession' and Minister of Interior's unstated-reasons refusal power under Article 10) is in practice. citizenshipTerms records route discretionary on the strength of Article 10, which lets the Minister of Interior decline to forward a naturalisation proposal to the Chairman of the Council of Ministers without stating reasons, even where the Article 9 conditions are all met; the grant itself is made by the Chairman on the Minister’s proposal. dualCitizenshipAllowed is false because Article 9 requires the applicant to submit every document relating to "the nationality from which he is detaching himself", and Article 16 states the renunciation requirement expressly for a foreign wife of a Saudi national.
