Argentina's Higher Education Law (Ley 24.521) reserves free undergraduate tuition at state universities for Argentine citizens and for foreigners who hold permanent residency in the country -- a foreign student without permanent residency has never been automatically covered by that guarantee, and the law leaves individual institutions free to charge such students. UTN's own national feria-de-carreras page for Ingeniería en Sistemas de Información does not address tuition or fees for international students at all, and the closest official statement found -- Facultad Regional Buenos Aires's page for incoming exchange students -- says "Nota: si no formas parte de una beca, te recordamos que estudiar en nuestra universidad es totalmente gratuito," but that statement is specifically about students arriving through a bilateral exchange, scholarship or independent-mobility agreement, not about a foreign student enrolling directly and independently for a full degree, so it does not settle the question for the latter group. Whether Universidad Tecnológica Nacional actually charges non-resident international undergraduates enrolling outside an exchange agreement, and how much, is not stated on any official utn.edu.ar page found in this pass. This is a live, actively-discussed question as of September 2026 -- the national government has been pushing universities to exercise this existing legal right to charge non-resident foreigners, and Argentine press has quoted a UTN official saying the university does not currently have foreign students without a DNI to which this would apply -- but that reported position is not this dataset's own official-source citation, so no tuition figure (free or paid) is recorded here.
