What Hong Kong's own immigration authority currently publishes. Not a ranking, not a guarantee, and not the same as what any agent or forum will tell you. Whether someone actually obtains residence depends on occupation, points, funds and policy that can change between application and graduation.

Work during study

A student visa/entry permit ordinarily bars all employment outright, whether paid or unpaid, and bars establishing or joining a business — subject to published carve-outs: a curriculum-related internship arranged or endorsed by the institution (up to one academic year, or one-third of the programme's normal duration, whichever is shorter, for a full-time undergraduate-or-above programme of at least one academic year; up to 6 months for an eligible sub-degree programme of at least 2 years); and, for a full-time undergraduate-or-above local programme of at least one academic year (excluding exchange students), part-time on-campus work of up to 20 hours a week year-round plus unrestricted summer work (1 June to 31 August). As of this reading, the Immigration Department states that this last group of students is temporarily exempted from those hour/location restrictions altogether — they may take up employment during their limit of stay, or within the period stated on a 'No Objection Letter' (NOL) issued to them, whichever is shorter. This is an explicitly temporary arrangement (announced for postgraduates from November 2023 and extended to undergraduates from 1 November 2024, alongside a government statement that 'the Government will review the whole exemption arrangement next year') rather than a settled permanent rule, so it should be re-checked before relying on it.

Immigration Arrangements for Non-local Graduates (IANG) . Up to 2 years
Open to a 'non-local graduate' — someone who entered Hong Kong on a student visa and obtained an undergraduate degree or higher in a full-time, locally-accredited programme of at least one academic year (or an equivalent Hong Kong Qualifications Framework Level 5+ qualification) — who applies within 6 months of their graduation date. Unusually generously among the schemes on StudyPath, a 'non-local recent graduate' is not required to have secured a job offer at all: they may be granted 24 months' stay on time limitation only, with no other condition of stay, meaning no restriction on the type of employer, sector, salary or hours once granted. (A 'non-local non-recent graduate' — someone applying more than 6 months after graduating — faces a different, employment-linked test not detailed here.) IANG is quota-free and not limited to any sector, and also covers 'GBA campus graduates' of a small set of Mainland-Hong Kong jointly run Greater Bay Area campuses. It is not available to nationals of Afghanistan, Cuba or North Korea, and is available to nationals of Laos, Nepal or Vietnam only if they graduated from a University Grants Committee-funded local programme (excluding self-financing, continuing-education, exchange or short-term study) or are a GBA campus graduate.

Route to permanent residence

Hong Kong permanent residence (the 'right of abode') is governed by Schedule 1 to the Immigration Ordinance (Cap. 115) and administered by the Immigration Department. The category relevant to most international graduates — someone not of Chinese nationality — is stated directly on the Department's own FAQ page: a person who entered Hong Kong with a valid travel document, has ordinarily resided in Hong Kong for a continuous period of not less than 7 years, and has taken Hong Kong as their place of permanent residence, qualifies. Temporary absences (for a holiday, business, or study elsewhere) do not by themselves break 'ordinary residence' — the Department weighs the reason, duration and frequency of any absence, whether the person has a habitual residence in Hong Kong, whether they work for a Hong Kong-based company, and where their immediate family is based. Time spent working in Hong Kong on an IANG-based employment status (see postStudyWork) counts toward this clock the same way any other lawful residence does. StudyPath could not find an official Immigration Department page directly stating one way or the other whether time held purely on a student visa (before any IANG or work status) also counts toward the 7 years — a genuinely case-specific question the Department's own materials leave to the 'circumstances of the person,' rather than a fixed rule stated in the FAQ, so no claim is made here either way.

Route to citizenship

Naturalisation as a Chinese national is administered by the Immigration Department's Nationality Sub-section, applying the Nationality Law of the People's Republic of China (CNL) as it applies to Hong Kong. Eligibility follows Articles 7 and 8 of the CNL: an applicant must be willing to abide by China's constitution and laws and be a near relative of a Chinese national, have settled in China, or have 'other legitimate reasons.' The Immigration Department's own Hong Kong-specific page goes further than the bare statutory text, listing the concrete factors it actually weighs in each application: whether the applicant has a near relative who is a Chinese national with the right of abode in Hong Kong; whether the applicant already holds the right of abode in Hong Kong; whether their habitual residence, and their spouse's and minor children's residence, is in Hong Kong; whether they have a reasonable income and have paid tax; whether they are of good character and sound mind; whether they have sufficient knowledge of the Chinese language; and whether they intend to keep living in Hong Kong if approved. As under mainland Chinese law, Article 8 is decisive on dual nationality: 'a person whose application for naturalisation as a Chinese national has been approved shall not retain foreign nationality' — confirmed operationally by the Department's own fee structure, which collects the balance of the application fee only 'upon issue of the certificate of naturalisation subject to the proof of not retaining foreign nationality.' There is no dual-citizenship option.
