Johns Hopkins publishes one tuition rate for all undergraduates regardless of nationality (based on enrollment in 12+ credits both semesters). A one-time $500 Matriculation Fee applies in the freshman year.

Hopkins is need-aware (not need-blind) for international applicants — financial circumstances are considered as part of the admissions decision itself. Hopkins still meets 100% of demonstrated need for every admitted student, including international ones, but only about 10% of international students receive financial aid. International students must apply for aid at the same time as admission; aid cannot be requested in a later year if not requested as a first-year applicant.
