Baden-Württemberg charges international students, meaning those who are not citizens of an EU or EEA state, tuition of EUR 1,500 per semester. Exceptions depend mainly on the type of residence permit, and students with a German university entrance qualification do not pay it. The semester fee is charged to every student on top.

Deutschlandstipendium at Technische Hochschule Ulm (THU)
EUR 300 per month, with every private donation of EUR 150/month matched by EUR 150/month from the federal government; EUR 1,800 of private money funds one student for two semesters. Holders also gain contact with managers and potential employers. Awarded independently of income and combinable with BAföG, though double funding through another scholarship is generally not possible.
Eligibility: For talented students who show, or have already achieved, excellent academic and professional performance. Social engagement, a sense of responsibility, and special social, family or personal circumstances are also taken into account. Awards are spread across first-year students, bachelor's students and master's students.
THU has awarded the scholarship since winter semester 2011/12; around 20 are awarded in total, with the next allocation in summer semester 2027. Quote is from THU's German-language Deutschlandstipendium page, which is where it states the figures. No numeric grade threshold is published, so none is recorded here.
