Rows in that catalogue often carry two figures separated by an asterisk, and its footnote reads '*Tuition fees for citizens of EU, EFTA member countries and EU candidate countries', so a starred figure is the EU rate and the second is everyone else. This row carries one unstarred figure, so EUR 6,100 is the rate for EU and non-EU students alike. Worth knowing when comparing: the catalogue itself prints no academic year, though RTU links it from its own tuition-fees page as the 2027/2028 offer; by contrast the other RTU courses on this site are 2026/27 rates taken from apply.rtu.lv. The catalogue prices those courses higher too (Civil Engineering 4,030 against 3,720, Smart Electronic Systems 4,360 against 3,550), so the gap is the year, not the course.
