Route to citizenship

Brunei's Department of Immigration and National Registration (Jabatan Imigresen dan Pendaftaran Kebangsaan) publishes several citizenship application categories, most of them descent-based (through a Bruneian father, mother or adoptive parent). For someone born outside Brunei with no such family tie — the category realistically relevant to an international graduate — the published route is naturalisation 'under Chapter 8(1)' (Bab 8(1)), which requires: having been born outside Brunei; having held a Residence Permit or Entry Permit for not less than 20 years from its date of issue (specifically, having resided in Brunei Darussalam for not less than 20 of the 25 years immediately before applying); being 18 or older, in order to sit the Malay-language Written Test; good conduct; and having lived continuously in Brunei for the 2 years immediately before applying. An Oral Test option exists in place of the Written Test, but only for an applicant born before 1955 (or, if born after 1955, one who can prove they never attended school) — meaning a current-day international graduate would sit the Written Test. A further condition applies to a non-Malay, non-Muslim applicant specifically: they must show an understanding of Malay/Islamic customs and prohibitions, 'to ensure social harmony.' StudyPath found no official Brunei page addressing whether dual nationality is permitted or whether a naturalising applicant must renounce their original nationality, so no claim is made on that point.

One Brunei government domain accepted as a government source here: immigration.gov.bn (Department of Immigration and National Registration, under the Ministry of Home Affairs — Brunei's actual immigration and citizenship-granting authority). gov.bn (the general government e-services portal, used only to locate the student-pass application procedure, which carried no work-rights content) was checked but not needed as a citation. workDuringStudy and postStudyWork are both left null: the Department's own student-pass application page (gov.bn/Lists/Service/NewDisplay.aspx?ID=224) describes only the application procedure and required documents for a student pass, with no stated work entitlement, hours limit, or distinct post-study job-search status; StudyPath found no other official Brunei page stating one either, in contrast to most other countries on StudyPath.
